Born in 1955, Ilya Altman received his PhD from the Leningrad branch of the Institute for the History of the USSR in the Academy of Science (1983).  From 1985 to 1990 Dr. Altman was head of department of the State Archives of the Russian Federation.  Since 1991 a founder and co-chairman of the Russian Research and Educational Holocaust Center, he taught at the Jewish University of Moscow, the State Maimonides Academy, the Center for Jewish Civilization at the Moscow State University (MGU) and Russian State University for Humanities (RGGU). Since 2016 Prof. Altman is the Director of the International Center for Holocaust and Genocides Studies at RGGU.
 
He has edited about 80 books in the series "The Russian Holocaust Library." He is the author of the monograph "Victims of Hate: The Holocaust in the USSR (1941-1945)"(published in German 2008) and the handbook, "The Holocaust and Jewish Resistance on the Occupied Territory of the USSR" (Moscow, 2002). Co-editor of the “Unknown Black Book” (Indiana University Press, 2008). Editor in chief of “The Encyclopedia of the Holocaust in USSR” (Moscow, ROSSPEN, 2009; second ed. 2011).
